Very likely that's because your rule lost some of its settings due to a prior ad account / Facebook profile disconnection. When you unlink an ad account or your personal Facebook profile the rules associated with them will turn into drafts, losing the ad account setting. The rules wouldn't know which campaigns, ad sets or ads they should apply to. 

So when you see that error please edit the rule and make sure the Rule applies to section is filled out correctly.
