Let's consider examples with a single ranking condition. We sorted all Ads in an Ad set by Impressions in last 3 days to see how it will be applied by the rule with different ranking settings.

Example 1.
Impressions Last 3 days is within bottom 3 (Including zero values)

The rule will take an action on Ads D, E, F

Example 2.
Impressions Last 3 days is not within bottom 3 (Including zero values)

The rule will take an action on Ads A, B, C

Example 3.
Impressions Last 3 days is within bottom 3 (not including zero values)

The rule will take an action on Ads B, C, D

The rule will take an action on Ads D, E, F
