Whether a budget can be changed at a given time depends on the current total cost.

The budget that you set should be higher than the current total cost of the ad group, the new budget should be at least 105% of the current spend. Please make sure that the new budget is matching a 105% of your current spend.

Alternatively, you can run the check next day (e.g. early morning), so that it works as a scheduled change.
